Project

Our overall objective is to contribute to the reduction of primary energy use and associated greenhouse gas emissions in the Ukrainian housing and construction sectors through the improvement of national and local energy efficiency policies and practices for new and existing buildings.

To achieve this objective, the following tasks for assistance at national and municipal levels have been identified jointly by all Project partners:

  • Development of concepts, strategies and implementation instruments
  • Capacity building and training
  • Establishment of information and awareness-raising campaigns

At the national level, our Project supports the development of medium- and long-term energy efficiency strategies for new and existing buildings in Ukraine and the establishment of laws and building standards following the EU-Directive on the energy performance of buildings, in particular through the:

  • Revision and annotation to draft laws on energy efficiency in buildings;
  • Evaluation of funding and donor programmes for building energy efficiency measures in the European Union and Eastern Europe as a basis for the development of funding, fiscal and financial programmes in Ukraine and;
  • Provision of workshops on programme financing and incentive mechanisms, and training on building energy efficiency and municipal energy management.

At the local level, German and international experts are assisting municipal authorities in four selected pilot project cities through the:

  • Development of long-term Energy Efficiency Strategies aimed at improving energy efficiency in public and private buildings;
  • Development of short- and medium-term Action Plans for implementation of these Energy Efficiency Strategies;
  • Implementation of Energy Efficiency Action Plans through various pilot activities such as the application of energy audits, creation of databases for monitoring and monitoring procedures, retrofitting of existing buildings, development of financing mechanisms by including energy service companies and the establishment of institutional frameworks;
  • Establishment of Energy Efficiency Units and provision of capacity building for staff.
  • Initiation and establishment of cooperation with international finance institutions (IFIs), investment funds, energy service companies (ESCOs), donor organisations, professional associations, NGOs and other municipal authorities from Ukraine and abroad in order to further strengthen implementation capabilities of relevant energy efficiency measures in the pilot cities and;
  • Increasing awareness and provision of training and instruction on building energy efficiency and municipal energy management for key municipal stakeholders.
